Special regulations for entering the occupied regions of Georgia-Autonomous Republic of Abkhazia and Tskhinvali region (former Ossetia Autonomous District)
A special regal regime applies occupied regions of Georgia- Autonomous Republic of Abkhazia and Tskhinvali region (former Ossetia Autonomous District), including limitations on free migration and economic activities.
According to Article 4 if the Law of Georgia on Occupied Territories, citizens of foreign countries are allowed to enter the occupied territories from the following directions.
a) The territory of the Autonomous Republic of Abkhazia-the territory of Zugdidi Municipality;
b) The territory of the Tskhinvali region (territory of the former South Ossetia Autonomous District)-from the territory of the Gori Municipality.
In extraordinary cases special permission to enter the occupied territories from other directions can be granted, in compliance with the relevant normative documents of the Government of Georgia
According to the article 6 of the Law of Georgia on Occupied Territories, any economic activity (entrepreneurial or non entrepreneurial) is prohibited in Autonomous Republic of Abkhazia and Tskhinvali region (Former South Ossetia Autonomous District), unless the special permission is granted in compliance with the relevant normative documents of the Government of Georgia, if the implementation of such activities server the protection of the state interests of Georgia, promotion of peaceful conflict resolution, de-occupation, confidence building or humanitarian purposes.
Violation of the requirements by the Law on Occupied Territories lead to criminal responsibility under the active legislation of Georgia.

Цхинвальский Регион (бывшая Южно-Осетинская Автономная область)
Специальный правовой режим применяется для оккупированных регионов Грузии - Автономная Республика Абхазия и Цхинвальский Регион (бывшая Южно- Осетинская Автономный область), включая ограничения на свободное перемещение и экономическую деятельность.
В сооответствии 4-ой статьи Закона Грузии об оккупированных территориях, гражданам зарубежных стран разрешен вход на окупированных территориях со следующих направлений:
а) На территории Автономной Республики Абхазия – с территории Муниципалитета Зугдиди;
б) В Цхинвальский Регион (территория бывшей Южно-Осетинской Автономной области) – с территории Муниципалитета Гори.
В чрезвычайных случаях может быть предоставлено специальное разрешение для вхождения на оккупированных территориях с других направлений, согласно с соответствующими нормативными документами Правительства Грузии.
В сооответствии 6-ой статьи Закона Грузии об оккупированных территориях, любая экономическая деятельность (коммерческая или некоммерческая) запрещается в Автономной Республике Абхазия и Цхинвальском Регионе (бывшая Южно-Осетинская Автономная область), если не выдано специальное разрешение, согласно с соответствующими нормативными документами Правительства Грузии, или осуществление такой деятельности служит защите государственных интересов Грузии, содействует мирному решению конфликта, деоккупации, укреплению доверия или действие происходит с гуманитарной целью.
Нарушение требований предусматривается Законом об оккупированных территориях и приводит к уголовной ответственности, в соответствии с действующим законодательством Грузии.
